PUEBLOS EN CAMINO (Fotografias cortesia de Ivan Castaneira)<\/strong><\/p>\n\n\n\n<p><strong>(english version below)<\/strong><\/p>\n\n\n\n<p><strong>Explicaci\u00f3n de contexto:<\/strong><\/p>\n\n\n\n<p>Ecuador est\u00e1 viviendo el mayor levantamiento popular desde 2005, cuando fue derrocado el ex presidente Lucio Guti\u00e9rrez. Las protestas actuales comenzaron el 3 de octubre de 2019, despu\u00e9s de que el presidente Lenin Moreno decret\u00f3 un paquete de ajuste estructural exigido como condici\u00f3n por el Fondo Monetario Internacional (FMI) para otorgar un cr\u00e9dito al pa\u00eds. En los primeros dos d\u00edas, los trabajadores del transporte y los taxistas impulsaron las protestas, pero pronto el movimiento ind\u00edgena y los sindicatos tomaron la posta. El paquete de ajuste incluye principalmente la liberalizaci\u00f3n de los precios de combustible y di\u00e9sel anteriormente subsidiados, as\u00ed como la p\u00e9rdida de derechos laborales importantes. Las protestas masivas ya duran una semana, enfrentando niveles de represi\u00f3n in\u00e9ditos en el pa\u00eds tanto por parte de la polic\u00eda como del ej\u00e9rcito, que incluyen ataques a hospitales y universidades. El gobierno decret\u00f3 60 d\u00edas de estado de excepci\u00f3n. Por primera vez en 12 a\u00f1os, el pueblo ecuatoriano vuelve a levantar la cabeza y traza una l\u00ednea roja al poder pol\u00edtico y la oligarqu\u00eda. \u00abUna vez m\u00e1s, el movimiento ind\u00edgena nos devuelve nuestra dignidad\u00bb, dice el intelectual Jaime Breilh sobre la situaci\u00f3n.<\/p>\n\n\n\n<p>Al contrario de lo que afirman algunos medios extranjeros, las protestas de ninguna manera expresan el deseo de la gente de traer de vuelta al gobierno al ex presidente Correa. Su partido perdi\u00f3 gran parte de su representaci\u00f3n y solo gan\u00f3 dos de las 23 prefecturas en las elecciones regionales de marzo de 2019. Mientras tanto, s\u00ed es correcto que un n\u00facleo duro de partidarios de Correa y el ex presidente mismo, que todav\u00eda est\u00e1 exiliado en B\u00e9lgica y no puede regresar a Ecuador debido a varios casos judiciales en su contra, r\u00e1pidamente trataron de instrumentalizar las protestas pol\u00edticamente. Si bien sus cr\u00edticas a la profundizaci\u00f3n de las pol\u00edticas neoliberales por parte del gobierno de Moreno son correctas, ocultan sistem\u00e1ticamente la forma en que ellos mismos han allanado el camino para estas pol\u00edticas e implementado sus primeros pasos, por ejemplo al firmar el Acuerdo de Libre Comercio con la Uni\u00f3n Europea. La Confederaci\u00f3n de Pueblos Ind\u00edgenas CONAIE se distanci\u00f3 claramente de los intentos de apropiaci\u00f3n de su lucha por parte del corre\u00edsmo.<\/p>\n\n\n\n<p>Si bien el gobierno de Correa (2007-2017) durante los primeros meses de su mandato expuls\u00f3 al Banco Mundial y al FMI de Ecuador en un acto de soberan\u00eda in\u00e9dito y declar\u00f3 ilegal gran parte de la deuda externa luego de una auditor\u00eda, fue este mismo gobierno quien declar\u00f3 la guerra contra los pueblos ind\u00edgenas y los sindicatos, ya que consideraba al estado como el \u00fanico actor leg\u00edtimo de transformaci\u00f3n social y se sent\u00eda amenazado por la organizaci\u00f3n social aut\u00f3noma. La protesta fue criminalizada sistem\u00e1ticamente, el derecho penal se endureci\u00f3 y los bloqueos callejeros se tipificaron como terrorismo. Se formaron sindicatos amarillos, las organizaciones sociales fueron divididas agresivamente, y se instaur\u00f3 un aparato de propaganda omnipresente hasta que el ejecutivo no tuvo m\u00e1s ninguna contraparte significativa en la sociedad civil. A partir de 2013, el corre\u00edsmo tambi\u00e9n tuvo una mayor\u00eda de dos tercios en el parlamento, lo que le permiti\u00f3 implementar una pol\u00edtica que en lugar de la transformaci\u00f3n inicialmente prometida, profunda e intercultural, devino en un proceso de modernizaci\u00f3n capitalista que abri\u00f3 el pa\u00eds a\u00fan m\u00e1s a los capitales transnacionales. El Parque Nacional Yasun\u00ed, uno de los lugares m\u00e1s biodiversos del mundo, fue abierto a la explotaci\u00f3n petrolera, y por primera vez se firmaron contratos de miner\u00eda industrial a gran escala. Despu\u00e9s de que los precios internacionales del petr\u00f3leo cayeron a partir de 2014, el gobierno de Correa tambi\u00e9n regres\u00f3 a los mercados financieros internacionales y al FMI y comenz\u00f3 a incrementar la deuda externa, que ahora ronda los 38 mil millones de d\u00f3lares. Finalmente, despu\u00e9s del reemplazo de Correa en 2017, sali\u00f3 a la luz que su gobierno hab\u00eda operado una corrupci\u00f3n de dimensiones hist\u00f3ricas. Pero lo m\u00e1s importante, dej\u00f3 un pa\u00eds sin organizaci\u00f3n social significativa que podr\u00eda enfrentar el posterior gobierno de Lenin Moreno, quien devolvi\u00f3 los ministerios directamente a la oligarqu\u00eda. Para ello, ser\u00edan necesarias inversiones en un transporte p\u00fablico limpio y de calidad, para crear una alternativa real como condici\u00f3n previa. M\u00e1s bien, la desigualdad se est\u00e1 profundizando a\u00fan m\u00e1s en un pa\u00eds donde la econom\u00eda ya est\u00e1 altamente monopolizada. El movimiento ecologista tambi\u00e9n se ha unido a las protestas. Como afirma la ONG Acci\u00f3n Ecol\u00f3gica, una pol\u00edtica ambiental y clim\u00e1tica consistente requerir\u00eda retirar los m\u00faltiples subsidios y exenciones de impuestos para las compa\u00f1\u00edas petroleras, mineras y de aceite de palma, pero estas est\u00e1n expandiendo cada vez m\u00e1s sus actividades destructivas en el pa\u00eds con el apoyo del gobierno.<\/p>\n\n\n\n<p>Los temas centrales que preocupan a los pueblos ind\u00edgenas en Ecuador est\u00e1n bastante alejados de las l\u00f3gicas de la pol\u00edtica electoral y de los partidos. No solo demandan derogar el paquete del FMI, sino tambi\u00e9n salir del extractivismo, que contin\u00faa avanzando sobre sus territorios y amenaza su existencia, tanto en t\u00e9rminos materiales como culturales. La plurinacionalidad, la demanda central de los pueblos ind\u00edgenas desde la d\u00e9cada de 1990, tambi\u00e9n incluye el autogobierno territorial con econom\u00edas comunitarias y de subsistencia, la aplicaci\u00f3n de sus propios sistemas de justicia, educaci\u00f3n y salud, as\u00ed como sus propias formas de democracia asamblearia. The current protests began on October 3<sup>rd<\/sup>, 2019, after President Lenin Moreno decreed to apply a structural adjustment package demanded as a condition by the International Monetary Fund to give the country a credit. In the first two days, transport workers and taxi drivers were the most visible force of the protests, but soon the indigenous movement and trade unions took over. The adjustment package mainly includes the liberalization of former subsided fuel and diesel prices as well as the withdrawal of several worker\u2019s rights. The massive protests have now lasted for a week, confronting unseen levels of repression both from police and military, including attacks on hospitals and universities. By the time of releasing this call, the Ecuadorian Ombudsman reported five deaths nationwide, nearly one thousand arrests and over five hundred wounded.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"640\" src=\"http:\/\/pueblosencamino.org\/wp-content\/uploads\/2019\/10\/Resistenmujeres.jpeg\" alt=\"\" class=\"wp-image-7709\" srcset=\"https:\/\/pueblosencamino.org\/wp-content\/uploads\/2019\/10\/Resistenmujeres.jpeg 960w, https:\/\/pueblosencamino.org\/wp-content\/uploads\/2019\/10\/Resistenmujeres-300x200.jpeg 300w, https:\/\/pueblosencamino.org\/wp-content\/uploads\/2019\/10\/Resistenmujeres-768x512.jpeg 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption>Mujeres en la resistencia en Quito<\/figcaption><\/figure>\n\n\n\n<p>What is at stake in Ecuador today is not just forcing a government to reverse another neoliberal package of austerity measures imposed by the IMF, like it had happened several times during the 1990s.&nbsp;For the first time in 12 years, the people of Ecuador are raising their heads again and drawing a red line towards the powerful and the oligarchy. \u00abOnce again, the indigenous movement gives us back our dignity,\u00bb says intellectual Jaime Breilh about the situation.<\/p>\n\n\n\n<p>Contrary to what some foreign media claim, the protests by no means express the people&#8217;s desire to bring ex-President Correa back to the government. Its party lost much of its representation and only won two of 23 prefectures in the regional elections in March 2019. What happened is that a tough core of Correa supporters and the ex-president himself, who is still in exile in Belgium and cannot return to Ecuador because of several court cases against him, quickly tried to instrumentalize the protests politically.&nbsp;While their criticism of the Moreno government&#8217;s deepening of neoliberal policies is correct, they systematically cover up the way they themselves have paved the way for those policies and already implemented their first stadia, for example by signing the Free Trade Agreement with the European Union and inviting the IMF back in. The indigenous umbrella organization CONAIE distanced itself clearly from the attempts of political takeover by the supporters of Correa. The latter also allows the Moreno government to hide behind the excuse of a conspiracy orchestrated by Correa and the Venezuelan government.<\/p>\n\n\n\n<p>While the Correa government (2007-2017) during the first months of its tenure had expelled the World Bank and IMF from Ecuador in an unseen act of sovereignty and declared much of the foreign debt unlawful after an audit, it was this same government that declared war on indigenous peoples and trade unions, since it considered the state the only legitimate actor of social transformation and felt threatened by autonomous social organizations. Protest was systematically criminalized, criminal law tightened and street blockades classified as terrorism. Yellow unions were formed, social organizations aggressively split and an all-embracing propaganda apparatus built until the executive had no significant counterpart left in civil society. As of 2013, Correa\u2019s party also had a two-thirds majority in parliament and could implement whatever it pleased, with a policy that simply transformed the initially promised, profound and intercultural transformation into a process of capitalist modernization, which opened the country further for transnational capital. Yasun\u00ed National Park, one of the world&#8217;s biodiversity hotspots, was cleared for oil exploitation, and for the first time large-scale industrial mining contracts were signed. After international oil prices went down from 2014, the Correa government also returned to the international financial markets and the IMF and began to increase the foreign debt, which is now at 38 billion dollars. Finally, after Correa&#8217;s replacement in 2017, it became known that his government had operated corruption in historical dimensions. But most importantly, it left behind a country without significant social organization which could have stood in the way of the subsequent government of Lenin Moreno, who brought the oligarchy directly back into the ministries. Moreno also has radically changed the tone of foreign policies, aligning with the US and rightwing Latin American governments and supporting the idea of a military intervention in Venezuela.<\/p>\n\n\n\n<p>The measures taken by the government do not respond to an environmentally friendly policy that aims to redirect people from private car use to public transport \u2013 as investments in clean public transport to create a real alternative would be a precondition for this. Rather, inequality is deepening further in a country where the economy is already highly monopolized. For this reason, also the ecology movement has joined the protests. As the NGO Acci\u00f3n Ecol\u00f3gica states, a consistent environmental and climate policy would require to withdraw the multiple subsidies and tax exemptions for oil companies, mining and palm oil companies, but those are increasingly expanding their destructive activities in the country with the government\u2019s support.<\/p>\n\n\n\n<p>It is important to emphasize that the core issues indigenous people in Ecuador are concerned with are rather distant from the logics of electoral and party politics. In the forefront is not only the withdrawal of the IMF package, but also turning away from extractivism, which continues to advance into their territories and threatens their bare existence, both in material and cultural terms. Plurinationality, the central demand of the indigenous peoples since the 1990s, also includes territorial self-government with communitarian subsistence economies, applying their own judiciary, education and health systems as well as their own forms of assembly democracy.
